PROBLEM TO BE SOLVED: To provide a technology to improve the accuracy of traffic measurement in measuring traffic on the basis of photographed images.SOLUTION: There is provided a traffic measurement device 10 including an information acquisition unit 111 that acquires photographed images in which a road plane is photographed and the times of photographing, a position detection unit 114 that detects predetermined detection positions on the basis of a vehicle area extracted from the photographed images, and a measurement unit 115 that measures the number of ballot peaks obtained from combinations of the detection positions and times of photographing as traffic.
