PROBLEM TO BE SOLVED: To provide an improved efficiency in manufacturing butadiene, with a drastically enlarged specific surface area of an MgO catalyst.SOLUTION: A method for manufacturing a catalyst includes: a manufacturing step S110 of manufacturing an oxide-magnesium alkoxide composite by contacting an oxide (SiO) having an OH group with magnesium alkoxide for immobilization of magnesium alkoxide to the OH group of the oxide; and a calcination step S130 of heating the oxide-magnesium alkoxide composite to the decomposition temperature of the alkoxide composing magnesium alkoxide.
