PROBLEM TO BE SOLVED: To provide a plant monitoring control apparatus and a plant monitoring control method in which even when many operation frames are opened on a display part, erroneous operation by a plant operator can be suppressed by defining relationship between a symbol to be operated and an operation frame corresponding to the symbol.SOLUTION: A symbol 10 simulating an operation end of a plant and an operation frame 11 corresponding to the symbol 10 are displayed on a display part 3. The symbol 10 to be displayed can be selected. An operation frame display request part 4 performs a display request of the operation frame 11 made to correspond to the selected symbol 10 on the basis of a selection result of the symbol 10. A symbol/operation frame association part 7 performs visual association between the operation frame 11 whose display is requested and the symbol 10 corresponding to the operation frame 11. An operation frame display control part 8 displays the associated operation frame 11 on the display part 3.
