A Beta molecular sieve having multi-level channels, and synthesizing method thereof; the molecular sieve has a second-level mesoporous structure, and uses polyquaternium as a guiding agent for both micropores and mesopores during the synthesizing process. The present invention uses cheap raw materials and a simple synthesizing method, and has broad industrial application prospects.
