Disclosed are a Beidou satellite communication-based electric quantity data transmission system, method and apparatus. In the apparatus are an Ethernet interface configured to acquire an electricity consumption information data message or report an electricity consumption information data command message; a message conversion processing device connected to the Ethernet interface and configured to convert the electricity consumption information data message into one or more first Beidou short messages or convert one or more second Beidou short messages into the electricity consumption information data command message for being reported; and a serial port connected to the message conversion processing device and configured to send the one or more first Beidou short messages to a Beidou satellite communication apparatus, or receive the one or more second Beidou short messages from the Beidou satellite communication apparatus. The technical solution according to the present invention realizes that a field meter reading concentrator is capable of automatically reporting the electricity consumption information data of residents to a central master station system, and thus a large amount of manpower, material resources and financial resources are saved.
