PROBLEM TO BE SOLVED: To improve safety of utilization and handling of uranium fuel associated with a nuclear reactor.SOLUTION: After natural uranium ore is filled with aqueous solution for scattering prevention, high pressure impact makes the natural uranium ore crushed and compressed to turn the natural uranium ore into a sandy natural uranium ore lump. Then, the sandy natural uranium ore lump is solidified with solid material.
