PROBLEM TO BE SOLVED: To provide a method and a composition for treating diseases of a nail and a nail bed.SOLUTION: A topical pharmaceutical formulation is a composition comprising: (a) -50% to 70% of ethanol; (b) -10% to 15% of cyclomethicone; (c) -8% to 15% of diisopropyl adipate; (d) -8% to 15% of C12 to 15 alkyl lactate; and (e) -0.001% to 0.50% of an antioxidant. The topical pharmaceutical formulation does not form film when applied to the surface of a nail. The topical pharmaceutical formulation comprises: a vehicle in which all components of the composition are dissolved, suspended, dispersed, or emulsified; a non-volatile solvent; a wetting agent; and a pharmaceutically active ingredient that is soluble in the non-volatile solvent and/or a mixture of the vehicle and the non-volatile solvent, and is effective in treating a disease of the nail or the nail bed.
