<p><P>PROBLEM TO BE SOLVED: To allocate resources in a computer system of a multi-operating system, and thereby to avoid bottlenecks and other degradations that result from contention of limited resources. <P>SOLUTION: A computer system 100 includes resources and a plurality of processors executing a plurality of operating systems 101-106 that provide access to the resources. The resources include printers, disk controllers, network controllers, and other frequently-accessed resources. Each operating system contains a kernel scheduler.
