<P>PROBLEM TO BE SOLVED: To control a charger by performing efficient scheduling when the charger is used by a plurality of electric vehicles. <P>SOLUTION: Information concerning a position and a destination of a first electric vehicle 2 is received by communication means 8. Total movement time of movement time from the position received to the destination and movement time from the destination to an installation location of a charger 1 is calculated by calculation means 9.
