<p><P>PROBLEM TO BE SOLVED: To provide a mobile communication base station, enabling entire mobile terminals for use as communication means in the event of a disaster, while discriminating registered users. <P>SOLUTION: The mobile communication base station includes: an alarm transmission request receiver for receiving an alarm transmission request which is a request to issue the notification of a predetermined alarm; a monitor unit for monitoring an operation state of a second cell in the surroundings of a first cell and for transmitting the result thereof as a monitor signal; and when the input monitor signal indicates an operation suspension state of the second cell, a cell access mode switch unit for switching the cell access mode of the first cell to a predetermined mode that allows connection of a mobile terminal, other than a registered mobile terminal on which predetermined registration is made, with a condition different from the registered mobile terminal. <P>COPYRIGHT: (C)2013,JPO&INPIT</p> |
