PROBLEM TO BE SOLVED: To infiltrate storage water from a water reservoir buried underground into the ground more rapidly and to reliably prevent the water reservoir from floating due to a rise of a ground water level.SOLUTION: A water reservoir 1 includes: an inner bottom wall surface of which bottom wall 2 is water-impermeable; a water-permeable outer bottom wall surface defining a bottom space 14 between it and the inner bottom wall surface; and an exhaust port 6 openable/closable so as to communicate the inside of a water reservoir with the bottom space. A peripheral wall 3 has: a water-impermeable inner peripheral wall surface; and a water-permeable outer peripheral wall surface defining a side part space between it and the inner peripheral wall surface. The storage water discharged from an exhaust port of the bottom wall flows through the bottom space at once, expands on the whole bottom wall, and infiltrates from the water-permeable outer bottom wall surface into the ground. Ground water reserved in the side part space 22 is pumped up by a pump 58 and transferred into the water reservoir so that a water level of the ground water and a water level in the water reservoir may be balanced.
