The policy rule information includes a parameter indicating a template representing a condition to be applied, a value to be substituted into the template, and a flag indicating common setting or individual setting, with their associated to one another. If the flag is set to the common setting, the policy rule information is commonly set to communication devices of a plurality of subscribers (may be set to the devices of "all subscribers"). In addition, if the flag is set to the individual setting, the policy rule information is set individually.
