PROBLEM TO BE SOLVED: To reduce power consumption of small cell base stations and also prevent degradation of communication quality of radio communication in the small cells.SOLUTION: A communication control device comprises: an acquisition unit which acquires a result of measurement of one or more small cells partially or entirely overlapping with a macro cell that is measured by a terminal device; and a selection unit which selects a base station not to be in a hibernation state among base stations of the one or more small cells on the basis of the measurement result.
