The present invention relates to a safe gang form lifting apparatus used for installing body bolts for fixing anchor bolts to fix a gang form for outer wall construction of a high-rise apartment or building. The safe gang form lifting apparatus includes a locking cover enclosing the front portion of a body bolt for fixing an anchor bolt installed to a gang form, and provided with a pulling body insertion groove in the top surface, an edge of an upper end being hinged to the front surface of a vertical member of the gang form; an inclined guide body provided on the surface, on which the pulling body insertion groove is formed, in an inner space of the locking cover, and formed with an inclined guide extending downwards to the front; a pulling unit penetrating the pulling body insertion groove, a pulling shoulder inserted to be able to slide in the inclined guide protruding from the lower end of the pulling unit; a safe ring installed adjacent to a lift ring of the gang form; a safe ring base engaged to the safe ring; a guide body fixed to the vertical member to be positioned below the safe ring base, and formed with a guide hole; a pulling shaft engaged to the safe ring base at an upper end, a lower end being engaged to the upper end of the pulling unit and being extended in the vertical direction to penetrate the guide hole; and a resilient member enclosing the pulling shaft and resiliently interposed between the guide body and the pulling unit.
