PROBLEM TO BE SOLVED: To provide a water droplet refining device capable of efficiently refining water droplets in a space.SOLUTION: A water droplet refining device 1 includes an excitation light source 12 that outputs near-infrared rays, and an infrared irradiation part 10 which includes an optically-transparent member 16 having at least a part of a surface coated with a luminous layer 18, which receives the near-infrared rays output from the excitation light source, by the optically-transparent member 16 and which irradiates water droplets with infrared rays generated in the luminous layer. The luminous layer 18 contains silicon dioxide, germanium and germanium oxide.
