The horizontal processing unit 31 performs horizontal packing for manipulations in the horizontal direction by a matrix of pixels arranged in a chequered order, in each of a first and a second thinned image, obtained by pixel exclusion, in a first image and a second image different from the first, each second line in an inclined direction, such that pixels of the first and second thinned images are packed in the horizontal direction. The combining unit 33 generates a combined image formed by placing next to the first and second thinned images after horizontal processing as an image serving as a predictive coding object.
