PROBLEM TO BE SOLVED: To provide a luminosity adjusting device and the like which can adjust brightness of an image while retaining visual saturation for a user.SOLUTION: A feature amount acquisition part 25 acquires as a feature amount A a luminance value that averages all pixels by a moving average filter with respect to an input image, an image in an RGB color space of adjusted luminance, and an image in a YCbCr color space respectively. The feature amount acquisition part 25 acquires as a feature amount B a ratio of a luminance value of an attention pixel to the feature amount A of a peripheral pixel with respect to the input image, the image in the RGB color space of adjusted luminance, and the image in the YCbCr color space respectively. A luminosity adjustment part 26 determines an output pixel value of each pixel by using a first determination condition to adopt a pixel value of an image in a color space of small feature amount difference from the feature amount B of the input image, a second determination condition to adopt a pixel value of an image in a color space of large feature amount difference from the feature amount A of the input image, and a third determination condition to adopt a pixel value of an image in the color space that is not adopted in the second determination condition.
