One embodiment of the present invention comprises an energy saving method and a centralized control apparatus, the method comprising the steps of: receiving sounding reference signal (SRS) information and load information of a cell from a base station; determining whether an energy saving trigger condition is satisfied by using the received load information; if the energy saving trigger condition is satisfied, determining whether an energy saving condition is satisfied by using the received SRS information; and if the energy saving condition is satisfied, sending a transmit power management request message to the base station. In addition, provided are a base station for managing the transmit power of a cell and a transmit power management method by the base station in response to the transmit power management request message received from the centralized control apparatus.
