Provided is a communication apparatus that constitutes a second base station of a carrier aggregation system including a first base station to which a primary cell has been allocated and the second base station to which a secondary cell has been allocated. The communication apparatus comprises a propagation delay amount estimation unit and a network-side interface. The propagation delay amount estimation unit estimates a propagation delay amount between the primary cell and the secondary cell and also estimates an upstream timing correction amount that is a correction amount of the transmission timing to be corrected such that a plurality of user devices synchronize with the second base station. The network-side interface transmits the propagation delay amount and the upstream timing correction amount to the first base station.
