The present invention is provided with: a transmission/reception unit (27) that communicates via a communication network with each of a plurality of local voltage control devices that, on the basis of a command value updated for each first period, adjusts at a second period a control quantity for a plurality of voltage control apparatuses that control the voltage of a distribution line of a high-voltage system; a commandable range updating unit (23) that, on the basis of control results that are received via the transmission/reception unit (27) from the local voltage control devices that control reactive-power-adjusting voltage control apparatuses, and that are a limit value time at which the reactive power generated by the voltage control apparatus within a determined time reaches the limit value of the control range or a limit value time fraction resulting from dividing the limit value time by the determined time, determines a commandable range that is a range of reactive powers that can be commanded to local voltage control devices; and a reactive power determination unit (26) that determines reactive power command values, which are command values respectively transmitted via the transmission/reception unit (27) to the local voltage control devices that control reactive-power-adjusting voltage control apparatuses and are updated for each first period on the basis of the commandable range. |
