PROBLEM TO BE SOLVED: To provide a train vehicle brake controller capable of preventing unstable brake force.SOLUTION: A required brake force acquisition unit, included in a train vehicle brake controller, acquires a total brake force required of a train vehicle. A second brake force acquisition unit acquires a frictional brake force generated by a fluid pressure brake device for satisfying the total brake force on the basis of the total brake force and a regenerative brake force that can be generated by an electric motor. An operating-device determination unit determines the number of operating fluid pressure brake devices so that the friction brake force generated by each fluid pressure brake device is equal to or higher than a brake force lower limit permissible for the fluid pressure brake device if the friction brake force is generated by a plurality of fluid pressure brake devices. A control command unit determines the operating fluid pressure brake devices according to the determined number of operating fluid pressure brake devices and supplies a control command to each of the determined fluid pressure brake devices and the electric motor.
