PROBLEM TO BE SOLVED: To reduce data volume of a retrieval target and to detect a change of state on data that a monitoring object device outputs.SOLUTION: A temporary storage part 21 stores data during a latest predetermined period outputted by a satellite 4 which is a monitoring object. A change detecting part 16 detects a change exceeding prescribed value from the data stored in the temporary storage part 21. A change storage part 17 stores the data in which the change exceeding the prescribed value is detected as change data 24 with information showing occurrence time of the data in an external storage 7 which is different from the temporary storage part 21.
