PROBLEM TO BE SOLVED: To provide a technique enabling a user device UE to correctly operate according to an area in which the user device UE exists in a cellular environment of inter-cell asynchronization.SOLUTION: The user device for use in a radio communication system having a base station forming a cell includes: an information reception unit for receiving a parameter related to a predetermined condition from a base station having a cell in which the user device is located; a condition determination unit for measuring a measurement target signal related to the predetermined condition to determine whether or not the predetermined condition is satisfied, on the basis of the measured value of the measurement target signal and the parameter; and an operation execution unit for executing predetermined operation when the satisfaction of the predetermined condition is determined in the condition determination unit.
