PROBLEM TO BE SOLVED: To provide image encoding and decoding based on a dynamically determined data processing unit.SOLUTION: In an image encoding method, image data classified into basic blocks is classified into groups and subgroups, where each group comprises at least one basic block and each subgroup comprises at least one basic block and is included in a group; to encode a predetermined group, an encoding mode of the group is determined which represents a mode for encoding data of the predetermined group with one data processing unit selected from a group, a subgroup and a basic block; and the data of the group is encoded according to the determined encoding mode. Each detailed process in the image encoding process is performed in consideration of the encoding mode of the group.
