<p><P>PROBLEM TO BE SOLVED: To provide a method for improving surface layer soils by which dust is not generated, solidification material slurry can be spread evenly over the soil surface, and the surface layer soil can be efficiently improved. <P>SOLUTION: The method S of improving the surface layer soil includes: a slurry spreading process S6 in which the solidification material slurry is evenly spread over the surface layer soil through a slurry spreading nozzle 13 mounted on a mixing bucket 12, using a backhoe 10; and an excavation, agitation and mixing process S7 in which the surface layer soil moistened by the solidification material slurry is excavated by the backhoe 10, and the excavated soil is agitated and mixed with the solidification material slurry. Consequently, dust is not produced when the surface layer soil is excavated, agitated and mixed. Further, spreading of the solidification material slurry and excavation, agitation and mixing of the surface layer soil can be performed sequentially using the backhoe 10.
