According to an embodiment, a social infrastructure control system includes a control apparatus, a database, a sensor, a collection unit, a calculation unit, a selection unit and a creation unit. The control apparatus controls a social infrastructure of a community based on software. The database stores a plurality of modules. The sensor detects event concerning the social infrastructure, and to output event information. The collection unit collects the event information from the sensor. The calculation unit calculates a characteristic of the social infrastructure or the community by analyzing the collected event information. The selection unit selects a module corresponding to the calculated characteristic from the database. The creation unit creates the software based on the selected module.
