<p><P>PROBLEM TO BE SOLVED: To provide a cleaning device that maintains cleaning capability for a long period and prevents image failure due to a decrease in cleaning capability. <P>SOLUTION: A cleaning device 20 comes into contact with the surface of a charging roller 2 to remove attached substances attached to the surface. The cleaning device 20 includes a collection layer that comes into contact with the surface of the charging roller 2 to collect attached substances attached to the surface.
