1. A scan flip-flop comprising:
a selector to output a data signal or a scan input signal under control of a scan enable signal; and a flip-flop including data, scan, scan enable, and clock inputs, wherein the scan input is connected to receive the output of the selector, the data input is connected to receive the data signal, the clock input is connected to receive a clock signal and the scan enable input is connected to receive a low voltage signal, wherein the low voltage signal is a control signal indicative of whether the scan flip-flop is operating with a low operating voltage.
