PROBLEM TO BE SOLVED: To provide a method for allowing a user terminal to efficiently detect a small cell in an off state (DTX state) when the small cell is dynamically switched on and off.SOLUTION: A radio base station (small cell base station) dynamically switching between a continuous transmission state (on state) and a discontinuous transmission state (off state) comprises a power control unit for performing power control such that the transmission power of a reference signal for cell detection transmitted in the discontinuous transmission state is smaller than the transmission power of a reference signal transmitted in the continuous state.
