The energy management system includes: actual consumption acquisition means 22 obtaining actual energy consumption information Eir by use of energy consumption information Ei collected by energy consumption apparatus monitoring means 12; and consumption estimation means 23 estimating an energy consumption estimation amount Eie when the persons inside the management unit are virtually densely disposed in the zone inside the management unit and operate the energy consumption apparatus 4 by a management unit and by a prescribed period unit.
