PROBLEM TO BE SOLVED: To select numerical data by deriving a suitable standard value at all the time regardless of the presence/absence of out-of-distribution numerical data out of main distribution.SOLUTION: A standard value derivation part 12 executes derivation processing for deriving a standard range for selecting a plurality of numerical data items by performing statistic processing of a set of a plurality of numerical data items. A selection part 13 executes identification processing for identifying at least either numerical data out of the standard range among the plurality of numerical data items or numerical data within the standard range among the plurality of numerical data items. A determination part 14 executes determination processing for determining whether the number of numerical data items out of the standard range among the plurality of numerical data items is equal to or less than a determination reference value. The standard value derivation part 12, the selection part 13 and the determination part 14 iteratively execute the derivation processing, the identification processing and the determination processing for a new set excluding the numerical data out of the standard range from the original set until determining that the number of numerical data items out of the standard range is equal to or less than the determination reference value.
