<p>According to an embodiment of the present invention, a solar heat collecting means is used to generate electric power to charge a charging means and to control charging timing, and a locking apparatus extends a service life of the charging means and reduces waste batteries by using the charged electric power. The locking apparatus comprises a charge control switching means which includes a cooling means cooling the solar heat collecting means to increase the power generation efficiency of the solar heat collecting means and which is connected to the solar heat collecting means to control an charging operation; a charging means which is charged with current generated and outputted by the solar heat collecting means, when the charge control switching means is operated; and a charge control switching means which includes a switching means (23) operated at greater than a voltage corresponding to the fully charged voltage of the charging means to stop charging if the charging means (14) is overcharged, and a switching means operated based on the operation of the switching means.</p> |
