PROBLEM TO BE SOLVED: To quickly detect data mismatch when data downloaded from multiple radio links is combined.SOLUTION: A combination determination device of the invention is a combination determination device 19 for determining whether multiple pieces of data obtained by a plurality of radio communication interfaces 13, 15 capable of simultaneous radio communication should be combined or not. The combination determination device 19 comprises: an analysis unit 21 for extracting identification information included in each piece of data; and a comparison unit 23 for determining whether each piece of data should be combined or not on the basis of each piece of identification information, and gives notice of the determined result.
