PROBLEM TO BE SOLVED: To provide a device for driving a semiconductor element and a power conversion device therewith which reliably protect a semiconductor switching element from a short circuit current.SOLUTION: A protection circuit provided in the device for driving a semiconductor switching element includes: a short circuit detection section 102 for detecting a short circuit on the basis of a main current flowing through an IGBT 24 and a gate voltage of the IGBT 24, and outputting a short circuit detection signal if detecting a short circuit; a short circuit di/dt control section 106 for reducing di/dt of a short circuit current if detecting a short circuit on the basis of the main current flowing through the IGBT 24; and a drive interruption section 104 for sending an interruption command signal to a drive section 105 on the basis of the short circuit detection signal. The drive section 105 turns off the IGBT 24 on the basis of the interruption command signal after di/dt of the short circuit current is reduced.
