<p>The present invention relates to a phosphorous cocondensation resin represented by formula 1 and a flame-retardant composition using the same, and more specifically, to a manufacturing method of a phosphorous cocondensation resin, in which an organic phosphorous compound having great reactivity with phenol is prepared and reaction between the organic phosphorous compound and a novolac type phenol-based resin is conducted to obtain the phosphorous cocondensation resin, and to a flame-retardant composition using the same.
