The present invention discloses a method of uploading or downloading a plug-in for setting an effect in a mobile video editing tool and installing the plug-in in the mobile, which includes: a type code defining a scope in which a texture code, an animated value code and a drawing function are applied; the texture code defining a target to which an effect is rendered; the animated value code defining a value varying over time when the effect is rendered; and the drawing function defining an effect type and method. The texture code sequentially includes: a texture start tag; a texture ID; an attribute indicator; a value; and a texture end tag. The animated value tag sequentially includes: an animated value start tag; an animated value ID; one or more key frame values; and an animated value end tag. The drawing function has a constitution for receiving the texture ID or the animated value ID as a parameter.
