<P>PROBLEM TO BE SOLVED: To obtain uniform illuminating light with a wide area, using point light sources with strong directionality, while using light in high efficiency, and without increasing a thickness of a radiating direction of the point light sources. <P>SOLUTION: A radial-side reflection means 260 comprises a first radial-side reflection means 120 and a second radial-side reflection means 140. The first radial-side reflection means 120 includes a first reflection surface 121 and a second reflection surface 122 on an opposite side of the first reflection surface 121. The second radial-side reflection means 140 includes a third reflection surface 141 making multiple reflection with the second reflection surface 122. The first reflection surface 121 of the first radial-side reflection means 120 includes a center reflection part in a given range at a part above the point light source and an outer reflection part on an outer periphery of the center reflection part. The outer reflection part consists of a reflection member having a given reflection factor by transmitting, reflecting and irregularly reflecting a part of the light.
