The method comprises: a terminal receiving an RRC message; and the terminal sending feedback information about the RRC message to a base station which generated the RRC message, and/or sending same to base stations other than the base station which generated the RRC message. After the terminal receives the RRC message, the method further comprises: the terminal determining a base station and/or a base station cell which generated the RRC message. The step of the terminal determining a base station and/or a base station cell which generated the RRC message comprises: according to information carried in the RRC message and used for identifying the base station and/or the base station cell which generates the RRC message, the terminal determining the base station and/or the base station cell which generated the RRC message; and/or the terminal determining the base station and/or the base station cell which generates the RRC message according to the content of the RRC message, wherein the RRC messages generated by different base stations and/or base station cells have different contents.
