PROBLEM TO BE SOLVED: To provide a substrate for mounting an image pickup device which effectively inhibits unevenness of temperature distribution in the image pickup device and is used for outputting high quality images, and to provide an imaging apparatus.SOLUTION: A substrate 1 for mounting an image pickup device includes: an insulation base 2 which has an image pickup device mounting part 13 and a first side 2A and a second side 2B which face each other sandwiching the image pickup device mounting part 13 when viewed in a top surface view; and a metal flat plate 4 which is provided on a main surface of the insulation base 2 and has an exterior region 5 positioned at the outer side of an outer edge of the insulation base 2 when viewed in the top surface view. The exterior region 5 includes a first region 5a located at the first side 2A side and a second region 5b located at the second side 2B side. The first region 5a and the second region 5b have areas different from each other.
