摘要 <p><P>PROBLEM TO BE SOLVED: To suppress occurrence of winding due to environment changes such as temperature change at the start of casting. <P>SOLUTION: A band 23 that courses from a first drum 21 to a second drum 22 is rotated by a motor 29. One of BEPs of the band 23 is detected by a second drum BEP (band edge position) sensor 45 near the second drum 22 in the second direction. BE moving velocity Ve1 in the second drum 22 is found by a second drum BE moving velocity detection part. Shift mechanisms 41R, 41L are operated by a second drum position instruction controller so that the BE moving velocity Ve1 becomes 0. A tension of the band 23 is detected by a tension sensor. A drum position signal is found by the second position instruction controller based on a tension signal of the tension sensor to make the tension constant.
