The present invention relates to a system to which a surveying method for updating numerical information by confirming displacement based on a GIS is applied. The system includes an air recording image obtaining device, a base structure, a pump chamber, an anti-freezing liquid jacket, a brightness measuring chamber, a transparent benchmark pole, a sheath heater for heating anti-freezing liquid, a circulation pump which circulates the anti-freezing liquid, a nation benchmark including an insulation sleeve, a brightness sensor which is installed in the brightness measuring chamber and measures the brightness measuring chamber, a control part, a DGPS reference station, an electric measuring device, and a drawing image processing part. Therefore, even in winter, the system can obtain a precise surveying data without removing a snow layer and an ice layer on a nation benchmark and delay caused thereby.
