<p><P>PROBLEM TO BE SOLVED: To prevent an excessive load from being applied to a water stop part during pipe inserting work, even when a set position of a pipe is curved flatly, and to speedily move the pipe to the lowest part of a sleeve when releasing a liquid in the sleeve after the inserting work is completed. <P>SOLUTION: A first seal 3 and a second seal which seals fluid-tightly a gap between a sleeve and a pipe 2 and are elastically deformable are provided in a water stop part of an open end at a starting pit side of a sleeve 1. The first seal is disposed at a position deviated from the center of the sleeve at least to right or left and an insertion hole is formed in the central part. An outer shape of the second seal is made into such a long circular shape or an elliptic shape as to cover the area where the first seal is present, in a view from a pedestal end side of the pipe, and the area where the pipe is present when a liquid in the sleeve is released and the pipe is positioned in a lowest part inside the sleeve.
