A solid electrolytic capacitor element which is provided with: a positive electrode body; a dielectric layer that is arranged so as to cover the positive electrode body; a semiconductor layer that is arranged on the dielectric layer; an insulating layer that is arranged on the semiconductor layer; a carbon layer that is arranged on the insulating layer; and a silver layer that is arranged on the carbon layer. The insulating layer is configured such that the ratio of a portion that has a thickness of from 10 nm to 100 nm (inclusive) is 2/3 or more relative to the whole insulating layer.
