The present invention relates to the field of communications. Provided in an embodiment of the present invention are a method and device for connecting initial signaling, thus enabling a B-UE to establish single-link MUCC without being connected to an eNB. The method comprises: a benefitting device accesses a support device, and transmits to the support device a radio resource control (RRC) message via an IP address, thus facilitating the support device transmitting an uplink RRC message to a base station, such that a mobility management entity corresponding to the base station and the benefiting device establishes a core network side bearer and context information for the benefiting device, the uplink RRC message comprising the RRC message; and after the base station and the support device configure a protocol stack for a composite bearer, and when the support device receives a downlink RRC message transmitted by the base station, the benefiting device receives an RRC connection reconfiguration message transmitted by the support device, the downlink RRC message comprising the RRC connection reconfiguration message, such that single-link MUCC is conducted between the benefiting device and the support device. The embodiment of the present invention is used to connect initial signaling by a proxy. |
