PROBLEM TO BE SOLVED: To limit an amount of use of printing without impairing productivity.SOLUTION: A management system comprises: a processing capability information holding unit 38 that holds a print processing speed and a communication speed of communication means; a use limit count holding unit 39 that holds a use limit count; a use limit count processing unit 37 that performs subtraction processing and update processing after the use of the use limit count; a use limit count determination unit 82 that determines the use limit count on the basis of the print processing speed or the communication speed of the communication means held in the processing capability information holding unit 38; and a use permission unit 84 that permits a print operation on the basis of authentication processing of a user and a use limit count of the user.
