PROBLEM TO BE SOLVED: To provide a novel bipolar organic compound, and to provide an efficient light emitting element and light emitting device by employing the bipolar organic compound.SOLUTION: There is provided a quinoxaline derivative represented by formula (G1), which is of bipolarity, is excellent both in electron transporting capability and in hole transporting capability, and has a high glass transition temperature and excellent thermal stability. An efficient light emitting element and light emitting device can be obtained by employing the quinoxaline derivative represented by formula (G1).
