Decoding video from a bitstream, comprising: decoding an identifier indicating that certain samples within the bitstream have been coded with a prediction restriction; determining that the certain samples cover a region of interest 652 within a picture 650; decoding a first coding unit 654 preceding (in decoding order) the region of interest in a parse mode such that the syntax elements are parsed, but a sample reconstruction process is omitted; and decoding a second coding unit 656 belonging to the region of interest such that syntax elements are parsed and a sample reconstruction process is performed. Preferably, the prediction restriction means that no intra-prediction is used on the sample, or no intra-prediction occurs across the boundaries of tiles or slices containing the samples. The samples with the prediction restriction are optionally the region of interest or a scalable video layer. An encoding method is claimed comprising: encoding a first picture; encoding an area of a second picture with a prediction restriction from the first picture; and generating an identifier indicating the prediction restriction. |
