PROBLEM TO BE SOLVED: To estimate service arrival time even if the time required between stop points is unknown.SOLUTION: An information processing system includes a server information obtaining part 121 which at least obtains a first start time at a first stop point and a second start time at a second stop point, for a plurality of services which starts the first stop point and arrives at the second stop point, based on the time table data for a predetermined traffic facility, a calculation part 123 which calculates for each service start time difference between the second start time and the first start time by using a plurality of first start times and a plurality of second start times which are obtained by the server information obtaining part 121, and an arrival time estimation part 124 which estimates a target arrival time which is an arrival time at the second stop point for a service to be estimated, based on at least a target start time which is the first start time of a service to be estimated and the start time difference calculated by the calculation part 123.
