PROBLEM TO BE SOLVED: To achieve high coding performance while minimizing degradation of subjective quality.SOLUTION: A video encoder includes a pixel value evaluation unit 11, and edge analysis unit 12, and division determination unit 13. The pixel value gradient evaluation unit 11 calculates the pixel value gradient of each pixel of an input image (a). The edge analysis unit 12 detects a coding unit block including the boundary of an object, based on the pixel value gradient of each pixel calculated by the pixel value gradient evaluation unit 11. The division determination unit 13 determines the division size of a quadtree structure based on the pixel value gradient of each pixel calculated by the pixel value gradient evaluation unit 11, for a coding unit block including the boundary of an object determined to include the boundary of an object by the edge analysis unit 12.
