PROBLEM TO BE SOLVED: To provide a base station device and the like capable of reducing costs.SOLUTION: A base station device 1 is used for a radio communication system in which a mobile terminal 2 can perform handover. The base station device 1 comprises: a radio transmission/reception unit 5 for transmitting/receiving radio communication signals to/from the mobile terminal 2; a frame 7 accommodating the radio transmission/reception unit 5; and a temperature control unit 12 for controlling, depending on temperature inside the frame 7, at least either of handover of a mobile terminal 2 connecting with the base station device 1 and handover of a mobile terminal 2 connecting with an adjacent base station device adjacent to the base station device 1.
